Institutional Review Board
Terms of Reference
Purpose:
  1. Ensures conducted research maintain compliance with the rules and regulations and pertinent laws, professional standards, and code of ethics as well as Policy and Procedure of the City.
  2. Reviews all the research applications that require recruiting human subjects or utilizing/accessing their data.
  3. Maintains the ethical standards of practice in research.
  4. Preserves the subject’s dignity, safety and rights.
  5. Addresses responsibilities of research board members and researchers.
  6. Supports patent application in Research and Development (R and D).
Activities/Main Functions:
  1. Oversee all research activities within The City and ensure their appropriateness and safety.
  2. Oversight activities include a review process, a process to weigh relative risks and benefits to subjects and processes to provide confidentiality and security of research information.
  3. Provides Scientific Activities and training programs to support the City staff to continue their professional development through active participation in research.
  4. Reviews and approves Research Projects initiated by post-graduate students for both masters and PHD degrees, from Government and Universities including SBAHC internal studies.
  5. Makes collaborative work with Company Sponsored projects and aims to support Strategic Programs through active participation in research.
  6. Cooperates and coordinates with national institutions, institutes, and research centers, inside and outside of Saudi Arabia, and will initiate contacts with research institutions and centers internationally to improve and develop scientific research.
  7. Identifies areas in which research can be conducted on behalf of the City, specifically those related to rehabilitation and epidemiology towards improving the health status of patients.
  8. Promotes clinical and biomedical research of the highest ethical and scientific caliber. Ensures that research at the City meets locally and globally accepted ethical and safety standards and that research resources are optimally utilized.
  9. Works to provide the necessary financial resources to support research from outside the City, such as at King Abdulaziz City for Science and Technology.
  10. Monitor of Scientific Research production in the City level.
Quorum: A minimum of 50% + 1 member wherein the total membership is 10, then the majority is 6.
Chairperson: Director, Research and Scientific Center / Designee
Meeting Frequency: A minimum of 10 times per year unless there are any important issues to discuss.
Annual Review: The Chairperson will conduct an evaluation of the board annually in accordance with policy and procedure A-2.26 Committee Organization Structure. The chairperson will report the findings of the evaluation to the Quality Council.
Ongoing Review: The Chairperson will evaluate each team member’s attendance and participation at each meeting. Members will be advised if they are not participating as expected and changed if not improving.
